UNESCO’s International Bureau of Education (IBE) is building a roster of senior international experts to support curriculum renewal projects, with a focus on Middle Eastern countries. This is a remote friendly consultancy. Below you will find everything you need to know about the role, the required qualifications, and exactly what to include in your expression of interest.
UNESCO IBE is responding to increasing demand from Member States, especially in the Middle East, for technical support in curriculum renewal. They are establishing a roster of international experts who can be mobilized on short notice for projects in 2026 and 2027. The work is remote but may include in person missions. You will be part of a global pool of specialists in curriculum frameworks, subject enhancement, teacher education alignment, learning assessment, curriculum evaluation, and capacity development. The selection process is competitive, and only candidates with strong hands on experience in producing concrete curriculum outputs will be considered.

- Advanced university degree (PhD or Master’s) in Education, Curriculum Studies, Learning Assessment, Teacher Education, or a directly related field.
- Minimum 10 years of relevant professional experience in at least one of the following areas: curriculum development, implementation or evaluation; competency based or standards based curriculum approaches; teacher education program design; learning assessment systems and data analysis.
- Hands on experience producing concrete outputs such as curriculum frameworks, syllabi, standards, tools, or training programs.
- Proven ability to undertake international comparative analyses and benchmark education systems to inform curriculum decisions.
- Experience training and mentoring national education teams, particularly ministries of education or curriculum institutions.
- Strong familiarity with high performing education systems and international assessment contexts, plus experience working in the Global South.
- Fluency in English. Knowledge of Arabic is a significant asset.
- Experience with international organizations is an asset but not mandatory.

- Curriculum framework review and revision Support countries to revise national curriculum frameworks. Conduct international comparative analyses. Prepare analytical reports on coherence across learning outcomes, content, pedagogy, and assessment.
- Subject curriculum review and enhancement Analyze subject curricula from an international perspective. Focus on identity and socialization subjects, STEM, AI competencies, media education, environmental and climate change education. Improve scope and sequence across education levels.
- Teacher education program alignment Review pre service and in service teacher programs. Align them with curriculum expectations and competency based approaches. Strengthen teacher competencies for digital transformation and classroom assessment.
- Learning assessment Review national assessment frameworks and tools. Align assessment with curriculum. Support integration of competency based approaches. Train teams to analyze learning data from national and international assessments.
- Curriculum evaluation development Analyze existing evaluation mechanisms. Help design or refine curriculum evaluation frameworks. Ensure alignment with learning assessment and system monitoring. Integrate qualitative and quantitative data.
- Capacity development and mentoring Design and deliver training for national teams, both in person and online. Provide ongoing technical feedback and quality assurance. Develop training modules for sustained capacity.
- Desk review reports with comparative analyses and actionable recommendations.
- Examples of curriculum documents from high performing education systems.
- Technical inputs for national curriculum frameworks, subject curricula, assessment tools, and evaluation frameworks.

Duration: Short to medium term assignments, typically up to 6 months. Engagements may combine remote work, online mentoring, and occasional in person missions. The contract type is Consultant (Level 3 Senior).
Fees and expenses: Work fees are determined based on the nature and scope of each assignment, following UNESCO standards and prevailing rates. Payment schedules are linked to delivery of agreed outputs. Travel and mission costs are covered according to UNESCO rules.
Location: The duty station is officially Geneva, but work is performed remotely from your home country. You may need to travel to project countries (mainly in the Middle East) for short missions.
